Yes, and for whence, see man 2 seek, or http://plan9.escet.urjc.es/magic/man2html/2/seek Values for whence are SEEK_SET (0), SEEK_CUR (1) or SEEK_END (2). FFmpeg also supports AVSEEK_SIZE, which gives the filesize in bytes.
