My guess is that the standard is character-set neutral which means the
bytes can be anything you want and you somehow have to know what
encoding was used in putting the data in there. Just a guess...

I just researched a bit in the cdrtools sourcecode. There seem to be some language codes as well as character set identifiers in CDtext.

Maybe, when I have some time, I'll manage to get a CD with some special
German characters in the CDtext to figure out, where the character set
is coded. IMHO this info should really be made available by libcdio.
