I've just sent quick README updates + release procedure proposal (is it 
good idea to have it in git?).

README would appreciate some more love - it's the first document users 
will probably read, but it looks like a design document to me. IMHO it 
should contain some introduction and overview about the tools/services 
libcgroup provides and how it should be used together, individual 
tools/config files have their own man pages now.
