'service cgred start' should print some meaningful error message when
there are no cgroups on the system.

Before:
        Starting CGroup Rules Engine Daemon:              [FAILED]
After:
        Starting CGroup Rules Engine Daemon: 
        Cannot find cgroups, is cgconfig service running? [FAILED]
