I attempted to run cgclear and as you suspected it failed: 

root@host: # cgclear ; echo $? 




cgclear failed with Cgroup generic error, error message: No such process 
3 


Does this help at all to determine the cause of this behavior?

Yes, you can do that. As long as cgconfig was used to set up cgroups 
earlier, it will work just fine. (Having said that, I would advice 
getting used to it in a virtual machine so that you can figure out the 
quirks,
