Brilliant, thank you, it works now with the patch (although I then found I hadn't created /etc/cgconfig.d in my PKGBUILD) so it's resolved the issue. An interesting cause, too, I've used libcgroup before to limit maximum cpu use for some processes but that was using 32 bit hardware, whereas now it's 64 bit which I hadn't tried with libcgroup until now.
