That's what I think -- both mounts represent the same (only) unified
hierarchy.
That's also where I see a bit of a conflict with systemd [1] (but
generally systemd needn't be present).

When I think about it now, the distinction that may make sense is a
root vs subdir mount, such as

> mount /sys/fs/cgroup/foo.slice/delegate.service /mnt/usertree -obind

(Maybe that's what you meant because I don't see much use in mounting
cgroup2 root along with the systemd's mount.)
