Thanks for discovering this odd behaviour. The implementation of the
test for the --enable-libdbi option in configure was indeed
faulty. I've checked in a fixed version into CVS. If you badly need a
working tarball, please let me know. I'd then wrap up a new
prerelease.

configure is built from configure.in by the package maintainer. Your
attempt to help is greatly appreciated, but it is (the much simpler
and shorter) configure.in that needed to be fixed.
