PostgreSQL has good support for per-connection encoding, and so changing the underlying database type is actually the wrong way to test encoding functionality, instead the connection option 'pgsql_client_encoding' should be changed for the different tests, but the underlying storage type should not be. There are two occurrences of this command, around lines 2150 and 2730.
