Actually I have discussed this quite a bit with local IRB people. The critical issue I think is whether the site is open (with intention critically important with Facebook, because early on individuals were leaving their pages open without the intention of them being open platforms). Many of the communities on Facebook are closed but there are also a number that are consciously open. The same is true of blogs I think - there are open community blogs (such as say DailyKos) and closed blogs that are only available to a limited community.
