At least on the European side there is a an opportunity to make such "recognised technical specifications" (1025/2012) from consortia legally enforcable. After all the whole purpose of DNT is to preempt actual regulation. If Y does not comply it depends on jurisdictions to force them into compliance. Added "teeth".
