That depends entirely on your definition of 'hacktivist'. Is it

a) Most of the people on this list - i.e. activists who heavily use the
internet for their activism?

b) Hackers (Jargon file meaning) who are also activists, e.g. Richard Stallman
and the FSF crowd?

c) Hackers (Blackhat meaning) who are also activists, i.e. defacing websites,
exfiltrating databases, etc. for political gain?

d) Hackers (Script kiddies) who are also activists, i.e. DDoSing or using
'hacking tools' for political gain?

e) Hackers (expanded Jargon file meaning) whose actions are inherently
political, though they might not consider themselves as such, e.g.
meshnet/crypto/subsistence projects etc.?

or any number of other meanings.

Disregarding the third meaning, all are rather easy to get a hold of, given 
some level of immersion in internet culture.
