PSI is Public Sector Information. It's the common term in European
politics on the subject of open data within the public sector.

Usually it implies that any data a public sector organisation has or
publishes should be freely licensed and available in a "raw form"
(machine-readable format), to as low a cost as possible (to lower the
threshold of using it):

Oddly enough, it's a quite popular thing within the European Union,
despite its other attempts to destroy free flow of information.
