The other country in Europe would be Germany. They have good infrastructure as well and also a fairly strong constitution designed to defend citizens *against* any overbearing government (and a constitutional court that actually does its job). Regrettably they still have several tens of thousands foreign troops stationed inside their borders so their independence is ultimatly limited.
