Did Sweden just sign up to 'principled' internet surveillance?

In Seoul, Sweden's foreign minister Carl Bildt comes out in favor of many of 
the principles encapsulated in the Necessary & Proportionate campaign for 
principled state surveillance. I look at what the implications are for Swedish 
surveillance and how this might lead to other countries following suit.
