This is shoddy reporting, imho. There is no IETF consensus on this yet, as one would know by following the ietf and ietf-http-wg lists. Many on those threads have argued vehemently that encryption should be made more convenient and attractive, and even recommended (SHOULD), but not be made mandatory (MUST).
