The Brennan Center for Justice at New York University School of Law is a 
non-partisan public policy and law institute that focuses on improving the 
systems of democracy and justice. The Liberty and National Security program, 
housed within the Brennan Center, works to advance effective national security 
policies that respect constitutional values and the rule of law.

Consultant Technologist, Liberty and National Security Program

Position: The Brennan Center's Liberty and National Security Program seeks a 
Consultant Technologist to work part-time on a freelance, as-needed, basis for 
the Liberty and National Security Program. The Technologist will assist Brennan 
Center staff in understanding the communications technology underlying the 
surveillance programs of government agencies, with a particular emphasis on the 
operations of the National Security Agency as revealed in documents released by 
Edward Snowden. The Technologist would also assist in evaluating whether 
particular policy proposals relating to surveillance are technologically 
feasible and identifying ways of strengthening policy by building in technology 
to protect privacy.

Additional Responsibilities include:
*             Critically assessing documents detailing the technical aspects of 
surveillance and other information-collection programs.
*             Evaluating strategy documents that lay out technical measures 
taken by organizations to protect the information that they collect and process.
*             Maintaining awareness of and assessing interpretations of these 
documents as discussed by technical communities.
*             Creating short written reports explaining findings to a 
non-technical audience.
*             Presenting these findings to small audiences, including 
individuals without a technical background.
*             As needed, contacting researchers working on these topics and 
consolidating their feedback for a non-technical audience.

Qualifications: The ideal candidate will have:
*             Knowledge of and expertise in applied computer science (MSc or 
PhD in Computer Science or a relevant discipline, or comparable work 
experience).
*             Experience reading and understanding papers on related topics.
*             Understanding of applied topics in network design and 
architecture, operating systems, system architectures, security and privacy 
engineering, as well as related technical standards.
*             Knowledge of databases and data mining methods is desirable but 
not required.
*             Demonstrated ability to evaluate documents that detail technical 
aspects of surveillance and (organizational) security programs.
*             Experience working independently.
*             Strong communication skills.
*             Ability to work across disciplines and engage with technical and 
non-technical communities.
*             Ability to relate technical details to a non-technical audience, 
to reflect on technological systems through the lens of existing legal 
frameworks, or to critically assess legal proposals from a technical point of 
view.
*             Curiosity about and an interest in state-of-the-art research on 
related topics in computer science.
*             Knowledge about the history of communications and surveillance 
mechanisms is highly desirable but not required.

Salary: The Consultant Technologist will not be an employee of the Brennan 
Center. He or she will be a Consultant/Freelancer who will invoice the Brennan 
Center and will be paid an hourly rate commensurate with experience. Needs may
