I spoke with a colleague today briefly via Facebook. He is in Kirkuk and told me he had serious difficulties finding a connection in the city.
I can't speak to technical reasons, but have colleagues there And elsewhere in Iraq with good tech know how. I'm happy to help test and assess if anyone has questions.
