I'd guess this is done primarily using those "loyalty cards". I 
don't know what credit card privacy laws are like in the USA, 
presumably not weak enough to allow banks to share buying 
information directly with marketers?

Oh, I just read the page you're linking to; it does sound more like 
the wifi thing that was mentioned ("at other locations near the 
retailer"), but I didn't realise that was already widely deployed.  

It's probably a combination of several horrible technologies.
