Hi LibTech

Open Technology Fund is setting up a new fellowship program on information 
controls.  The public announcement went out earlier today and is here:

As you can see, it is modelled on other fellowship programs (like the Google 
Policy Fellows program); prospective fellows propose a project and pick a host 
organization;
host organizations evaluate proposals and select fellows.  There are two tiers: 
senior fellows, which run one year, and seasonal fellows, which are shorter.  
There is also
a travel stipend.
