Is it an unusual thing in the US? Non-technical people in charge of government / military technical branches and units is the norm in many countries. It seems to work well, as long as they focus on management. Touting lack of domain expertise as a plus is rather silly, but seems like a political necessity in the US. -- Maxim Kammerer Liberté Linux: http://dee.su/liberte -- Liberationtech is public & archives are searchable on Google.
