Hello,

These are links to a comparative essay on the encryption debate in India in
light of the American crypto-wars. It explains the short-sightedness of the
Indian government's statist, control-oriented response to private
encryption. The government claims that encryption threatens national
security but, for instance, when it pushed for Blackberry data localisation
ostensibly to facilitate lawful interception, the results actually damaged
security. As India looks ahead at mass digitization projects including a
controversial biometrics-based payments system, economic development,
national security, and of course free speech will be tied to cyber-security
which depends on strong encryption. The essay was written for the Raisina
Dialogue, a 'track one' Asian security conference.
