You are both correct and incorrect. When you speak of Islam you should be speaking of jihadi/fundamentalist type Islam. Within Islamic thought, history and culture there is plenty of room for scientific rationalism. To explain why the modern Islamic politic is 'backward' compared to the "West" would require a long disquisition, but the basic answer boils down to the fact that the religious institutions of Islam have always been linked to and identified with government, and have accordingly ossified: rather like Catholic Europe ossified in comparison to Protestant Europe in the 18th and 19th century, and only caught up by dint of throwing out the Catholic institutions (which France did first, and Spain and Ireland did last, in our own time).
