Actually, since the Zionist state of Israel gets far more foreign aid than any other parasite which sucks the life blood of American taxpayers, it should be cut off first. Second should be Egypt, which receives the second highest amount in order to bribe them not to attack the Zionist state of Israel. Regarding cutting off "foreign aid" is stages, if you had cancer would you rather have your doctor cut it out in stages or all at once?
