Do you have a bill number on this?

I searched and the only thing I found was HB4324 which
changes spamming from a misdemeanor to a felony, but does
not seem to do the other things discussed.  It also appears
to be dead in the water.

I'm always skeptical about such reports that do not provide
references to the impending doom.
