The Constitution only required that 9 states ratify it.
Washington was not the the first POTUS (actually he was the 8th or
9th) but John Adams was the first VPOTUS. When Patrick Henry was the
Governor of VA during his first term John Paige was the Lt. Governor.
Prior to that a LT. Governor was appointed only when the Full
Governor did not actively govern to take the Full Governors place.
There were a couple royal Full Governors who choose not to to
actively govern VA. At least one never actually set foot in VA. Thus
the idea of having botha Governor and LT. Governor actively serving
at the same time was a new idea in 1776.
