On this day in 1791 the First Ten amendments to the U.S. Constitution, called
the
bill of Rights, became effective, and the day has ever since been celebrated.
You
can help celebrate by visiting our Documentary History of the Bill of Rights
page
at http://www.constitution.org/dhbr.htm and encouraging others to visit and
read
the documents there.

You may be particularly interested in my law review article, Presumption of
Nonauthority and Unenumerated Rights, at
http://www.constitution.org/9ll/schol/pnur.htm . It explores the historical
evidence for what was understood as the rights included in the Ninth Amendment.
