Yeah, if the federal government has a forced monoply on first class mail then a stamp would be like a tax, the same for a gas tax or a road toll. Now personally I think just about all government property including roads should be turned over to local control but the control should be by true consent of all the local residence thus they could charge a toll but I think it would be better to do that only on limted access roads like expressways, non locals still should not be landlocked. Road rights and policies need to be discussed from the bottom/up. If I have a right not to be landlocked without having to pay to leave and enter my property does that mean I have a right to use a automoblie on the pavement work provided by others without paying for the upkeep? I'm not sure it does in all cases, it very well may be case by case, maybe I have a right to walk on the road, ride a bike without paying but not an automobile which is much heavier and can damage the road.
