Actually, the UAE Government is a private company owned by the families that run the different Emirates. The Emirates themselves are technically private estates. Citizens are such just because the royal families allow them to hang out, not because they own anything or have any rights over the land.
In my opinion, the traditional Arab for of government is basically anti-libertarian to the core if you're a citizen. If you're a member of the royal family, it's pretty market-oriented. Overall I think it's just plain bizarre but, if it works for them, I'll say to each its own. Live and let live.
