This is not private information, since anyone who goes to the National Convention will notice it immediately, but Ohio has had more delegate slots than delegates since at least my first LP National Convention in 1987 (a practice we should go back to of holding it a year early). Even in 2002, when the Indianapolis convention was almost within commuting distance of portions of west central Ohio, we could not fill all the slots. I remember that very well since I proposed that members of the Executive Committee and Life Members be allotted a certain number of slots. Like many of my proposals it was rejected, but in the end we were far short of filling our quota, even with the convention almost next door. In practice, if you are a member in good standing of the Libertarian Party of Ohio and attend the State Convention or even if you do not attend and indicate your desire to become a delegate any time up until the nationally set deadline, you can become a National delegate.
