Just immigration. The fact that "immigration" is illegal is irrelevant. When our ancestors came here, immigration was legal. You mention that there is a legal way to immigrate, but this process is so convoluted and otherwise confusing that nobody should be surprized at an immigrant that decides against hiring an attorney first. The second problem you mention is welfare.
