I'm not sure what you're saying is the order you would predict. It looks to me like you're saying the first thing to occur will be a decline in federal spending, followed by the Libertarian Caucus being the swing bloc in a house of the Congress, and then the rest will occur in the order listed in the original message. Which doesn't make sense to me. That's not what I thought you meant when I first glanced at the message, so maybe my first impression is what you did actually mean. (Swap those two events, and leave the rest of the list unchanged.)
