You are correct; I do not misunderstand "responsibility" as you
put it in this context: on the backs of the "discriminatees" -
and off the backs of the discriminators. Does a people's
oppression become their own responsibility if they behave badly
under it? If someone is stealing my property, do I become the
criminal when I violently defend myself? Is it my responsibility
to remain non-violent when aggression is applied?
Under your rationale, alcohol prohibition should have never
ended, because the violence was only caused by a bunch of
irresponsible people; not the prohibition.
You say you think prohibition is wrong, but don't hold it
responsible for its inescapable component: black-market violence.
Try this. Raise a colony of white mice. Fed and house them well
and watch them get along. Now prohibit food for a couple days.
Watch them fight amongst themselves with not a glance of malice
shot your way. Yet, you are their oppressor. I'll guarantee you
that if they could talk they would be blaming other
"irresponsible" mice for the violence. They don't recognize their
oppression. But they are just unintelligent mice.

{American jurors have complete Constitutional authority to vote
"not guilty" based on nothing more than a disagreement with the
case, no matter the evidence - despite the judge's instructions.
There is absolutely no obligation to vote "guilty" to arrive at a
unanimous verdict. Get on a jury, stand your ground, and fulfill
its other main purpose: to counteract abusive government and
unjust lawsuits.

Your post could also be said to misunderstand the nature of
responsibility.
This is the same form of argument which rationalizes Arab
terrorism
against Israelis because of US foriegn policy. Or, closer to
home,
which makes excuses for urban crime and misbehavior becuase of
slavery.
Yes, prohabition is wrong. That is abundantly clear.
That is NOT an excuse in ANY way to explain away the crime
associated
with the drug trade. There is NO excuse for criminal gangs,
urban
crime, or terrorism, regardless of the 'root causes' as the
social
apologists like to rationalize.
