Actually they did not have an open immigration policy because the
various tribes did not necessarily allow outsiders to be on their
land. Some such as those in MA sold land to Europeans. There are
various Indian nations. Not one nation. There were vast areas of
what eventually became the U.S.A. that were unoccupied and belonged
to no state, tribe, or persons. What became the U.S.A. was not
collectively one nation of the various peoples who were indigenous
to the land. Also there were Indians in What became the state of MS
and who forced the Spaniards off the land. That is those who managed
to get away alive.
