That's only the case if one takes the absolutist position that a libertarian
must believe in the NAP to be a libertarian. Since I don't believe that, I
don't consider all libertarians to be a statist. Their arguments may be in
favor of a state, and I might agree that they make good arguments, but I
wouldn't suggest that they aren't libertarian for doing so.
