I would base it largely upon whom they are attacking. If they are attacking 
civilians, then they are terrorists. If they are attacking US or Iraqi troops, 
then they are insurgents.
   
  One can actually be rational about this and not resort to ad hominems. This 
is a libertarian list, not a Republican or Democrat list where everything must 
be couched in partisan terms and the other side is always wrong.
