as an example of that a few years back a dance party was taken by police
to the land and enviroment court and was blocked on the grounds it would
do damage to the native area, which was a cow paddock. I still trying to
work out what "damage" can be done to a cow paddock that cows cant do
themselves... shrug.

enviromental grounds are frequently used to block developments. one would think 
that
birds are more important then housing people, and are incapable of moving
on to green pastures when the dozers move in.
