The problem is, the President has the authority to veto or approve legislation sent to him by Congress, but he does not have the authority to approve some parts he supports and others he does not. Legislation is a package, not a list. He has the right to veto, send it back to be worked again or for Congress to over ride.
That is the way the law is written for good reason. Otherwise, the way this would work, it would give the Executive more power than it has now. If it ain't broke, don't fix it.
