saying that the terrorism was knowingly funded by the govt of the
terrorized citizens, then I'd say the govt would not have a legit
basis for doing anything about it.

There is absolutely no obligation to vote "guilty" to arrive at a
unanimous verdict. Get on a jury, stand your ground, and fulfill
