Here is the latest. I called the Secretary of State's Office, spoke to a 
staff lawyer, Paul Miles. He expressed the information provided at the 
link below. I argued that the filing fee should be only for parties that 
hold primaries, since it is a primary filing fee, and that minor parties 
should be able to hold a district convention to nominate a candidate. I 
cited the decisions made in 1996, and asked him for a ruling. He said he 
would look into it and get back to me, so the matter is not necessarily 
settled.

I would recommend to all candidates that they try for the 500 
signatures. That number is feasible, and cheaper, even if you had to pay 
petition gatherers, than the filing fee.
