Dear Coalition for Private Property Rights:

On August 7, 2006, I received an e-mail from your organization requesting
for ideas on what I would do if I were Speaker of the Florida State House of
Representatives.

Since I am running for the Florida State House of Representatives (District
33) in year 2006, I would like to share my ideas.

First, I am running as a No Party Affiliation candidate with a Libertarian
political philosphy. For the reasons why I chose to run as a No Party
Affiliation candidate with a Libertarian political philosophy, please go to
my http://www.geocities.com/fperez2006/why_npa_eng.html hyperlink.

My campaign slogan is:
Libertarian Minded and Independent! Not Beholden to Party Politics!

As a candidate running under a Libertarian political philosophy, I am a firm
believer in private property rights.

To help ensure private property rights in the State of Florida, I would
propose the following:
1) Do away entirely with Eminent Domain. I would propose doing everything
possible that I can do as a Florida State Representative to pass a
Constitutional Amendment to the Florida Constitution prohibiting ANY
government entity from using Eminent Domain NO MATTER what the reason might
be. As long as any government entity has the right to take away the private
property of anyone, even for the so-called public good, the private property
rights of ALL property owners will ALWAYS be in jeopardy.
2) Remove ALL State-Level Zoning Law Requirements: Basically repeal all
Florida State Statutes pertaining to zoning. Pass state-preemption law
requiring county & local governments to move towards a no-zoning plan.
(Note: Houston is a major city that has NO ZONING.) Zoning is a violation of
an individual's private property rights because the property owner is not
allowed to do with his/her property as he/she sees fit. The details of how
to do this may be seen in my
http://www.geocities.com/fperez2006/property_eng.html hyperlink.

If you have any other questions you would like to ask me, please feel free
to contact me.

Sincerely,

Franklin Perez (No Party Affiliation)
Florida State House Candidate (District 33)
Libertarian Minded and Independent! Not Beholden to Party Politics!

>In this week's special edition - CPR is seeking input and ideas from our
>readers - and asking the question:  If you were Speaker of the Florida
>House of Representatives for a day - what would you fix? (Either generally
>or specifically, what would you change in Florida law or government
>policies/practices to improve government operations or to better protect
>property rights in our state?)
>This question and a very real request for assistance in the development of
>a new set of guidelines to help shape Florida public policy over the next
>10 years is part of an initiative called, "100 Innovative Ideas for
>Florida's Future," introduced by Representatives Marco Rubio (Speaker,
>2006-2008), Ray Sansom (Speaker, 2008-2010) and Dean Cannon (Speaker,
>2010-2012). Recognizing that the members of the legislature need to be
>pro-active and not simply reactive in the development of public policy and
>in recognition that legislators and state government staff may not have
>"all the answers", this initiative was kicked off by incoming Speaker Marco
>Rubio to solicit input and ideas directly from Florida citizens. Community
>meetings called "idearaisers" are being held throughout the state and
>public input is also being solicited via the website
>http://www.100ideas.org/.
>On August 10 & 11, 2006, members of the Florida House of Representatives
>will gather in Orlando, Florida, for a Statewide Policy Summit to give
>legislators the opportunity to discuss policy issues and develop policy for
>the book to be titled, "100 Innovative Ideas for Florida's Future."
>If you have an idea you feel would improve the operation of government or
>better protect property rights in the State of Florida - please send us
>your ideas to CPR at [EMAIL PROTECTED] Readers can also visit
>http://www.100ideas.org/ to learn more about the initiative and submit
>online. If you submit an idea directly, please copy CPR to assist us with
>future education and advocacy efforts.
>If you are unhappy with the status quo - this is the perfect opportunity to
>present your ideas for change.
>Please note the following 3 guidelines for Ideas being submitted:
>1) Be Relevant to Day-to-Day Life. Every idea should speak to the real
>hopes and real anxieties of real Floridians. They must be relevant to
>day-to-day life.
>2) Focus on the Future. Each idea should be about the future. Every single
>idea should make Florida a better place to live and work-not just for us
>here today, but for our children 20 years from now-and their children as
>well.
>3)   Do Not Expand the Role of Government. No idea should unnecessarily
>expand the role of government. There are too many instances of government,
>failing, letting people down, or trapping them in a cycle of dependency.
>The ideas should not be anti-government, but they should be anti-waste and
>anti-interference. People can often accomplish more than the
>government-better than the government.
>Look forward to hearing your ideas! [EMAIL PROTECTED]
