Eric, This is nothing new and not in any way partisan. Incumbents are always using the power and influence of their office in order to aid in their reelections. Just look to the Florida 21st, where Libertarian Democrat Frank Gonzalez is challenging the corrupt Bush Republican Lincoln Diaz-Balart. Congressman Diaz-Balart has sent out mailings to his constituents talking about all the work he's done to conserve their taxpayers' dollars, such as supporting the line-item veto. And who paid for these mailings? Why the taxpayer, as part of the franking privilege of incumbent Congressmen. So much for being fiscally conservative.
