To get that ballot line the person must have to, first be elected to be the candidate for the second party. There could have been many or no opposing candidates but the fact is that if a Libertarian secures an additional ballot line in fusion states that means that person has already won one campaign even if they did not have an actual opponent. While I do not like the RLC because it is a lie, I like the fusion idea because it almost always insures our candidates a creditable vote total and the fact that they had already won one election to get the second ballot line. I would wish that people who are going to talk about elections would know the laws and rules that others have to deal with.
