Fusion Voting means someone doesn't run as a Republican, or a
Democrat, or a Libertarian.  They run as a Libertarian-Republican, or
a Democratic-Green, or a Democrat-Republican, etc.  

It blurs the distinctions between the parties, confuses the voters,
and can be used as yet another way to exclude libertarians.
