If attacks against Iraq or Iran are justified by their efforts to get WMD, then why did we hang Japanese for "crimes against peace" just because they planned the attack on Pearl Harbor? We had WMD, thousands of tons of poison gas, with a US Army Chemical Corps to deliver the gas, plus biological weapons, anthrax we supplied to the British, and a nuclear weapons program. We also gave aid and comfort to Japan's enemies, supplying planes and pilots to the Chinese, and we cut off their oil. They were civilized enough to attack a military target, the US Navy, and many of the 247 civilians killed were killed by friendly fire. I will concede that, if your neighbor shows up at your door with a sawed-off shotgun and his finger on the trigger, you may be entitled to shoot first. You are not entitled to shoot your neighbor in his house, because you "heard" that he has a shotgun and a saw.
