My states constitution solves some of the problem by having the men 
in the miltia elect all but the most senior of officers and the 
governor who is the Commander in Chief except when in actual duty of 
the federal government then the President is the Commander in Chief 
but accroding to the state constitution only The Tennessee General 
Assembly can call out the miltia and then only in case of invasion or 
rebellion and it must declare by law that the Public saftey requires 
calling out the 
miltia.                                                 
       The state constitution also forbids martal law, forbids 
forcing people to bear arms and discourages standing armies.--- In
