Mark Sanford's fiscally conservative views are nothing new; they were a point of strong disagreement between him and his Republican state legislature It's what resulted in him getting challenged in the GOP primary (which he thankfully won) and fueled speculation that there would be an independent run by an unhappy Republican State Senator. He would be an excellent choice for the Republicans in 2008, but he's already ruled that out.
