Only women would be fined under such a law?

You would have to say that NO ONE could smoke around a pregnant woman (or
anywhere a child MIGHT be).

Of course, then you will run into the problem of many women not even knowing
if they are pregnant until it becomes obvious ( my wife continued to have
periods until her fifth month with each of our three children).  So you
would have to prohibit smoking around any woman who MIGHT be pregnant.  Or
around any woman that might be underage.

Imagine a smokers conundrum:  Is she pregnant or is she just fat?  If I ask,
I might get slapped!!  Or, I swear your honor, I didn't know she was only
fourteen, I could'a swore she was eighteen!!

The solution is obvious.  Prohibit ANY woman from smoking and anybody from
smoking near any woman!
