According to the article the U.S. Attorney's Office issued a statement 
that the man attempted to surrender and one agent attempted to strike 
him with the butt of a shotgun. Also the statement issued stated that 
the agents saw that the man was unarmed and when he ran away the 
agents fired 15 rounds at him. 

I believe it is morally wrong to shoot someone for crossing the 
border.I believe that the initiation of force is morally wrong.
