There should not be any government subsidies. It is not the roll of 
Congress to work toward a cleaner energy future because Article I. 
sec. 8 of the U.S. Constitution does not state that Congress is 
suppose to work towards a cleaner energy future and Article X of the 
Bill of Rights states that the powers not delegated to the U.S. by 
the Constitution or reserved to the states or to the people.
